This paper asks whether the World Bank can change the denomination of its lending without weakening its own financial position. Using monthly CPI and exchange-rate data, we construct the dollar returns the Bank would earn on loans indexed to borrowers’ domestic inflation and aggregate those returns using current IBRD and IDA portfolio weights. Country returns are volatile. Portfolio returns are much calmer because cross-country correlations are low. The diversification dividend is large enough to make the financially indifferent coupon on a CPI-indexed instrument close to, and in some cases below, current lending rates. The World Bank can reduce one of the core sources of macroeconomic instability in borrowing countries at little or no financial cost to itself.

The purpose of this paper is to analyze Colombia’s experiences with and opportunities for export led growth. We first review Colombia’s growth and export performance over the past 30 years and find that the country is indeed facing an export challenge. We then go on to develop new metrics and apply them to Colombia’s export challenge. First, we consider the opportunities for upgrading quality within existing exports, and find that Colombia has very little opportunity for growth in this dimension. Second, we consider the level of sophistication of the current export basket, and find that it is low and commensurate with the lack of export dynamism. Although not a significant drag on growth, the current export basket will not be sufficient to fuel future output growth. Finally, we develop the concept distances between products, open forest, and the option value of exports to examine the possibility that Colombia’s current structure of production is itself a barrier to future structural transformation. While improvements in the export package have been slow in the past, this evidence suggests that Colombia does now enjoy more options for future structural transformation. As there are attractive options for structural transformation nearby, a parsimonious approach to industrial strategy, rather than a risky strategic bet to move to a new part of the product space, seems appropriate. In order to inform such a strategy, we use the metrics developed in the diagnostic to evaluate new export activities in terms of their proximity to current activities, their sophistication, and their strategic value. We identify the sectors representing the best tradeoffs between these aims for Colombia as a whole, as well as its regions. We also devote separate attention to the topic of Agricultural exports, and to exports of services. Finally, we use these metrics to analyze the list of ‘high-potential’ sectors in the United States, developed by another firm, as well as the sectors prioritized in Colombia’s Agenda Interna. These external lists of high-potential sectors are found to be sensible, but could be further rationalized using these metrics. This identification of nearby, high-potential, and strategically valuable sectors is not meant to be a definitive list for targeted subsidies and ‘picking winners’. Rather, it provides a robust data-driven approach to inform the next steps in achieving export-led growth in Colombia: which private sector actors should be consulted first? What sector-specific reforms should be stressed? How should public spending on infrastructure and training, which are also sector-specific, be prioritized? What foreign firms should be targeted by FDI promotion agencies? These decisions can be informed by our analysis and the accompanying data.

Who introduces structural change in regional economies: Entrepreneurs or existing firms? And do local or non‐local founders of establishments create most novelty in a region? Using matched employer-employee data for the whole Swedish workforce, we determine how unrelated and therefore how novel the activities of different establishments are to a region’s industry mix. Up‐ and downsizing establishments cause large shifts in the local industry structure, but these shifts only occasionally require an expansion of local capabilities because the new activities are often related to existing local activities. Indeed, these incumbents tend to align their production with the local economy, deepening the region’s specialization. In contrast, structural change mostly originates via new establishments, especially those with non‐local roots. Moreover, although entrepreneurs start businesses more often in activities unrelated to the existing regional economy, new establishments founded by existing firms survive in such activities more often, inducing longer‐lasting changes in the region.

We document the heterogeneity across sectors in the impact labor and input-output links have on industry agglomeration. Exploiting the available degrees of freedom in coagglomeration patterns, we estimate the industry-speci c benefi ts of sharing labor needs and supply links with local rms. On aggregate, coagglomeration patterns of services are at least as strongly driven by input-output linkages as those of manufacturing, whereas labor linkages are much more potent drivers of coagglomeration in services than in manufacturing. Moreover, the degree to which labor and input-output linkages are reflected in an industry's coagglomeration patterns is relevant for predicting patterns of city-industry employment growth.

This paper uses a panel data from developing countries to study the relationship between foreign aid flows and fertility rates. By making use of natural disasters in neighboring countries as an instrumental variable to foreign aid receipts, I find that a percentage point increase in the share of aid in the GDP increases on average fertility rates among the population by 0.045 additional children. This can be translated to an additional child for about every 22 women of childbearing age. The positive effect of foreign aid on fertility rates can contribute to the current debate on foreign aid, and supply an additional explanation for its limited efficacy historically. By making use of the same instrumental variable, I also find no effect of foreign aid on other determinants of economic growth and growth itself.

Considering the case of the proposed airport in Vlora, South Albania, this report analyzes the channels through which a new greenfield airport can contribute to regional economic development. In December 2019, the Government of Albania opened a call for offers to build a new airport in the south of the country. While there is evidence indicating that the airport could be commercially viable, this does not provide a grounded perspective on the channels by which the airport could boost the regional economy. To evaluate how the new airport would interact with existing and potential economic activities, this report evaluates three of the most important channels of impact by which the airport could serve as a promoter: (1) economic activities directly related to or promoted by airports, (2) the airport’s potential contribution to the region’s booming tourism sector and (3) the potential for the country’s development of air freight as a tool for export promotion. In each of these three cases, the report identifies complementary public goods or policies that could maximize the airport’s impact in the region.

The operation of the airport itself could stimulate a series of economic activities directly related to air traffic services. Airports have the ability to mold the economic structure of the places immediately around them, acting both as a consumer and as a supplier of air transport services. Not only activities related to transportation and logistics thrive around airports, but also a variety of manufacturing, trade, and construction industries. Nevertheless, the agglomeration benefits of a successful aerotropolis are not guaranteed by the construction of an airport. For South Albania’s new airport to actualize its potential returns, integrated planning of the airport site will be required, with focus on real estate planification and provision of complementary infrastructure.

Establishing an airport in Vlora has the potential to spur regional development in South Albania through facilitating the growth of the tourism sector and its related activities. Albania’s tourism industry has seen strong growth in the last two decades, but still lags behind its potential. Albania only has a strong penetration in the tourism market of its neighboring markets, and the high seasonality of the tourism season further limits the sector’s growth. The establishment of an airport in South Albania would ease some of the tourism industry constraints tied to transportation into the country and region. Given the high reliance of the tourism industry on its many complementary inputs, more than one area of concern may have to be addressed for the impact of the new airport to be maximized. Facilitating transportation access around the South Albania region and specifically to tourist sites; preparing natural and cultural heritage sites for tourism use and expanding tourism infrastructure to accommodate potential growth are some of the interventions analyzed.

Airfreight infrastructure could in theory provide opportunities to improve the competitiveness of Albanian exports but developing a successful air cargo cluster is no simple task. An airport can facilitate an alternative mode of transport for specific types of goods and hence promote a country’s exports. In Albania’s case, not only existing textile and agriculture products could be competitively exported through air freight, but also air freight itself could improve Albania’s position to diversify into “nearby” industries, identified by the theory of Economic Complexity. Nevertheless, an effective air freight strategy does not and cannot uniquely depend on the simple availability of a nearby airport. Air cargo operations require both traffic volume that Albania may not be able to provide, as well as complementary cargo-specific infrastructure. Although the potential for air freight in South Albania could be high, it is by no means a safe bet nor does it imply with certainty a significant impact in the immediate future.

Tourism is one of the most important economic activities in the world: for many countries it represents the single largest product in their export basket. However, it is a product difficult to chart: "exporters" of tourism do not ship it abroad, but they welcome importers inside the country. Current research uses social accounting matrices and general equilibrium models, but the standard industry classifications they use make it hard to identify which domestic industries cater to foreign visitors. In this paper, we make use of open source data and of anonymized and aggregated transaction data giving us insights about the spend behavior of foreigners inside two countries, Colombia and the Netherlands, to inform our research. With this data, we are able to describe what constitutes the tourism sector, and to map the most attractive destinations for visitors. In particular, we find that countries might observe different geographical tourists' patterns - concentration versus decentralization -; we show the importance of distance, a country's reported wealth and cultural affinity in informing tourism; and we show the potential of combining open source data and anonymized and aggregated transaction data on foreign spend patterns in gaining insight as to the evolution of tourism from one year to another.

This report aims to summarize the main findings of the project as gathered by the three baseline documents, and frame them within a coherent set of policy recommendations that can help Panama to maintain their growth momentum in time and make it more inclusive. Three elements stand out as cornerstones of our proposal:

(i) attracting and retaining qualified human capital;

(ii) maximizing the diffusion of know-how and knowledge spillovers, and

(iii) leveraging on public-private dialog to tackle coordination problems that are hindering economic activity outside the Panama-Colón axis.

We analyze Ukraine's opportunities to participate in European value chains, using traditional gravity models, combined with tools from Economic Complexity Analysis to study international trade (exports) and Foreign Direct Investment (FDI). This toolbox is shown to be predictive of the growth and entry of new exports to the EU's Single Market, as well as foreign direct investments from the Single Market in Ukraine. We find that Ukraine has suffered from a decline of trade with Russia, which has led not only to a quantitative but also a qualitative deterioration in Ukrainian exports. Connecting to western European value chains is in principle possible, with several opportunities in the automotive, information technology and other sectors. However, such a shift may lead to a spatial restructuring of the Ukrainian economy and a mismatch between the geographical supply of and demand for labor.

Baja California se ha ubicado consistentemente entre los estados más prósperos de México, pero también entre los de crecimiento más volátil. De hecho, el desempeño económico reciente del estado estuvo marcado por una fuerte fase de desaceleración (como consecuencia de la crisis financiera en Estados Unidos), y una de recuperación, en la que si bien la entidad logró alcanzar sus niveles de crecimiento pre-crisis, solo ha podido hacerlo de manera parcial en términos de productividad, ingresos laborales, y empleo.

Esta trayectoria de colapso y recuperación parcial invita a una reflexión sobre los dilemas que enfrenta la entidad, particularmente en torno a sus fuentes de vulnerabilidad. Como se vio, una parte importante de la caída del producto durante el periodo de desaceleración viene explicada por la contracción de la demanda en los Estados Unidos. Sin embargo, factores más específicos al estado, tales como su integración multidimensional con California (incluyendo la del mercado inmobiliario), jugaron un papel amplificador de los efectos de la crisis. Adicionalmente, el hecho de que la entidad no haya sido capaz de mitigar los efectos de la transición tecnológica de su principal producto de exportación o de re-desplegar estos conocimientos productivos en actividades que permitieran recuperar plenamente los ingresos medianos, el empleo y la productividad laboral, puede ser indicio que existen características, propias de su naturaleza productiva, que abonan bien sea a aumentar la vulnerabilidad o a reducir la capacidad de recuperación.

En este estudio se consideraron los productos priorizados en el Reporte de Complejidad Económica de Baja California y se procedió a evaluar su potencial a partir de un conjunto de consideraciones de mercado. Luego, se agregó el potencial de cada producto en distintas colecciones de producto, y se seleccionó una industria cuya estimulación y desarrollo constituya una apuesta de desarrollo prometedora el estado. Respecto de éste se detallaron algunas estadísticas generales como una forma de evaluar su potencial de crecimiento e impacto para la economía local, estatal y nacional.

Para el objeto de este estudio, el sector industrial escogido para el análisis de cuellos de botella fue el de “Maquinaria industrial, herramientas y equipo” y puntualmente los productos: “Arboles de transmisión”, “Aparatos para soldar”, “Artículos de grifería para tuberías, calderas, etc.”, “Aparatos para regulación automáticos”, “Bombas para líquidos”, “Calderas para calefacción central” “Contadores de gas, líquido o electricidad”, “Densímetros, termómetros, etc.”, “Lavadoras de ropa”, “Los demás contadores”, “Máquinas de cosechar o trillas”, “Máquinas herramienta para trabajar madera”, “Máquinas para fabricar elementos impresores”, “Máquinas y aparatos para soldar”, “Máquinas y aparatos para trabajar caucho o plástico”, “Máquinas para el procesamiento de tela”, “Partes para máquinas para trabajar maderas o metales” y “Útiles intercambiables para herramientas de mano”. El desarrollo de esta colección de productos presenta oportunidades muy atractivas tanto a nivel nacional como internacional. Más aún, la producción de estos productos ha exhibido un importante dinamismo en el país durante los últimos años. Las exportaciones mexicanas de estos productos han aumentado en valor un 175% durante en el período 2004-2014. Asimismo, el empleo en las industrias asociadas al desarrollo de estos productos ha aumentado más de 35%.

En primer lugar, en este reporte se realizó una consolidación de los principales hallazgos de las investigaciones previas relativas al estado. En términos generales, se planteó que la entidad destaca por ser una de las más prospera del país, pero, al mismo tiempo, por haber exhibido un virtual estancamiento económico durante los últimos años. Esta situación se explicaría, en gran medida, por el efecto de la crisis financiera en Estados Unidos sobre su demanda por exportaciones, pero también por factores más específicos al estado, tales como el mayor impacto de la recesión estadounidense producto de la integración multidimensional de la entidad con California (incluyendo la inmobiliaria) y el shock tecnológico que afectara la producción de televisores, su producto de exportación más importante. Por otro lado, como principales restricciones a la diversificación productiva y el crecimiento económico en el futuro, se identificaron los problemas de inseguridad que vive el estado, así como su significativa dependencia de la actividad maquiladora. Este último elemento resulta relevante podría llevar a sobre-estimar las capacidades productivas existentes y hacer a la entidad más vulnerable a pequeños cambios regulatorios, tecnológicos o de demanda.

Posteriormente se presentó una descripción de las estrategias de desarrollo económico actuales encabezadas por autoridades a diversos niveles. Para ello, se realizó un mapeo de la oferta de programas públicos productivos y los actores que intervienen en su diseño y ejecución en base al Plan de Desarrollo Estatal 2014-2019, los Planes Municipales de Tijuana (2017-2019) y Mexicali (2017-2019) la Ley de Desarrollo Económico del Estado, la Agenda de Innovación, el Sistema Estatal de Indicadores, y la información cualitativa recogida durante visitas a la entidad. Esta revisión sistemática puso de relieve que el diseño de las estrategias de desarrollo económico ha contemplado, en su mayoría, proyectos con alcance vertical y un foco en la provisión de diferentes clases de insumos públicos. Esto resulta positivo toda que son precisamente este tipo de políticas las que presentan un mayor potencial para reducir los problemas de coordinación entre el sector público y privado y, por tanto, resultar en aumentos en la productividad. Sin perjuicio de lo anterior, es posible identificar obstáculos que inhiben una implementación eficiente de las estrategias. En particular, la falta de un proceso consultivo y guiado para la asignación de estímulos y la inexistencia de mecanismos para recolectar información sobre los factores que puedan desalentar la llegada de inversiones.

En el Diagnóstico de Crecimiento de Baja California se describieron las principales tendencias recientes del desempeño económico del estado. En esta subsección se resumen los principales hallazgos de dicho reporte, a modo de motivación para este estudio1. Baja California se ha ubicado consistentemente entre los estados más prósperos de México. Sin embargo, también destaca por presentar uno de los crecimientos más volátiles. La entidad fue la de menor crecimiento no-petrolero entre las 32 del país entre 2003-2010, sin embargo, desde entonces, ha crecido por encima de la media del país y a la par de otras entidades fronterizas. ¿Por qué la economía de Baja California ha presentado un desempeño más volátil? ¿Qué elementos propiciaron un ciclo de colapso y recuperación más acentuado que en otros lugares comparables? ¿Cuáles son las condiciones locales que amplifican la vulnerabilidad del estado y lo dejan más expuesto a crisis externas?

The recent revival of interest in nominal GDP (NGDP) targeting has come in the context of large advanced economies. We argue that the case for NGDP targeting is even more appealing for mid-sized developing countries, because they tend to be more susceptible to supply shocks and terms of trade shocks. For India, in particular, one major exogenous supply shock is the monsoon rains. NGDP targeting splits the impact of supply shocks automatically between inflation and real GDP growth. In the case of inflation targeting (IT), by contrast, the full impact of an adverse supply shock or terms of trade shock is felt as a loss in real GDP alone. NGDP targeting arguably achieves the best of both worlds: it automatically accommodates supply shocks as most central banks with discretion would do anyway, while retaining the advantage of anchoring expectations as rules are designed to do. We outline a simple theoretical model and derive the conditions under which an NGDP targeting regime would dominate other regimes such as IT for achieving objectives of output and price stability. We go on to estimate for the case of India the main parameters needed to ascertain whether these conditions hold, most notably the slope of the aggregate supply curve. We find that under certain plausible conditions, nominal GDP targeting is indeed better placed than IT, especially in the face of the supply shocks that developing countries tend to experience.

This paper discusses the viability of three alternative pension systems for Latin America: full-capitalization, pay-as-you-go (PAYG) and notional account systems. Making use of a set of simulations, the pros and cons of each option are discussed for an “average” Latin American country. The results indicate that a system of individual notional accounts should be an attractive option, for several reasons. With contribution rates constant around 15 percent of wages, the system would be financially sustainable for the “average” Latin American country over the projection period (2015-2065), as it would generate surpluses until the early 2040s, which would be used to finance the subsequent deficit. The pay-as-you-go option (which, on average over the period would require approximately the same contribution effort) would imply frequent increases in contribution rates, which would be politically impracticable, and it would not create strong incentives for individuals to contribute as the notional accounts system. The full-capitalization system requires much lower contribution rates and may create the right incentives for workers to contribute but exposes them to high pension uncertainty. Furthermore, full-capitalization imposes a huge fiscal burden which, under most scenarios, could not be fully covered with the funds accumulated in the individual accounts, and would imply significant income redistribution from taxpayers to workers and pensioners and important transfers from the current to future generations.

Export diversification is associated with economic growth and development. Our paper explores competing mechanisms that mediate the emergence and growth of export products based on their economic relatedness to pre-existing exports. Our innovation is to simultaneously consider supply factors like labor, sourcing and technology; as well as demand factors like industry specific customer-linkages in a global setting. We find that, while technology and workforce similarity explain emergence and growth, pre-existing downstream industries remain a robust predictor of diversification, especially for jumpstarting new exports in developing countries. Our global stylized fact generalizes Javorcik’s (2004) view that spillovers are more likely in backward linkages.

Tourism represents a strategic opportunity for Bolivia to generate foreign exchange and support more inclusive growth. This report aims to quantify the opportunity, identify binding constraints and propose solutions. Using a gravity model of international tourism, we find that Bolivia performs significantly below its potential with an unrealized gap of more than USD 370 million. Applying Growth Diagnostics heuristics, we identify two constraints and suggest policy responses. At the national level, weak international air connectivity limits Bolivia’s access from key source markets. Accordingly, the report recommends a package of reforms to improve aviation competitiveness and air access. At the local level, coordination failures and governance issues hinder the emergence of strong tourism ecosystems, particularly in the Salar de Uyuni circuit. We propose a new destination-level governance architecture to facilitate coordination, align incentives, and deliver stronger benefits for local communities.

Bolivia’s agricultural sector has grown faster over the past two decades than in any period since 1960, but this growth has been driven by the expansion of cultivated area rather than by improvements in productivity, while the prevailing policy regime has restricted exports and left significant potential unrealized. Yields for key crops continue to underperform regional peers, and continued expansion of the agricultural frontier risks both environmental costs and reduced access to international markets that increasingly penalize deforestation-linked products. Drawing on cross-country comparisons, case studies of Bolivia’s major crops, and lessons from Peruvian agricultural diversification, this analysis identifies a recurring set of production- and market-side constraints, including restrictions on transgenic seeds, weak R&D and extension services, phytosanitary and logistics gaps, and the lack of commercially-oriented irrigation. Because these constraints interact differently across Bolivia’s diverse agricultural geography, we propose launching a National Strategy for Agricultural Potential to enable each of Bolivia’s distinct agricultural regions to reach its productive frontier. Export diversification would emerge as a natural outcome as more of Bolivia’s regions realize their potential, generating the additional foreign exchange needed to ease the country’s ongoing macroeconomic crisis.

This paper assesses Bolivia’s macroeconomic stabilization prospects through a macro-financial scenario framework, comparing three distinct trajectories: a counterfactual absent any reforms, the path under reforms implemented or announced to date (April 2026), and one that assumes a select set of additional reforms. Bolivia’s crisis, rooted in the absence of fiscal adjustment after the collapse of natural gas revenues, ranks among the most challenging in this century. Absent any reform, Bolivia was on the verge of a collapse, including a sharp contraction of imports, deep recession, runaway monetary financing, accelerating inflation, and a high probability of external default. The new government’s initial measures have reduced immediate risks. However, the initial reform package remains insufficient for full stabilization. The paper describes a feasible set of additional reforms to achieve stabilization and growth. An expansionary fiscal consolidation is still possible if reforms are carried out following a specific set of conditions, given Bolivia’s current economic constraints. Stabilization and growth are achievable, but the window of opportunity will narrow if critical reforms are delayed.

This publication synthesizes the main findings and recommendations from a series of reports on Bolivia’s Economic Pivot. We examine the origins of the current crisis and propose a strategy to restore macroeconomic stability while supporting long-term growth. Bolivia’s macroeconomic collapse is the most visible symptom of a much deeper crisis. While the contraction of natural gas production was a key trigger, the country’s crisis stems from a broader institutional breakdown that weakened private investment, export capacity, and productivity growth across the economy. In response, we outline a comprehensive reform plan based on 5 pillars: 1) a growth-enhancing and credible fiscal consolidation; 2) an effective and targeted social compensation network; 3) a restoration of external balance and monetary credibility; 4) renewed investment attractiveness and restored export potential in strategic sectors; and 5) a new institutional foundation for developing new productive capabilities.
