It notes that the 2000 Mexican national election was also a result of a complicated process where Mexican voters became the main protagonists of the creation of a more democratic political regime. It then explains the institutional reforms that allowed fraud-free elections in Mexico, and considers the impact of these reforms on the primary political parties.
