The very fact of philosophical values necessitates its concretization in social life. Values are transferred through reflection of philosophical ideas in political sphere. The process proceeds as follows: philosophy → ideology (political philosophy) → political life. In the course of politization of values, a part of them, incapable of matching the social structure, vanishes; another part – is privatized; third – specifies limits and dimensions of borders. Politization of philosophical values and their role in political processes differ from political institutions, stages of political processes and their subjects. Based on major principle, the philosophical concept is designed to determine the social-political structure, its standards and regulations. Principles and standards of the social structure contribute to the specification of original value within social life. Philosophy → ideology → politics pilot process of values intensifies, weakens or discontinues depending upon changes within social-political system. Following a certain period of stagnation, the ideology ceases to comply with new conditions; changes are required within the system of values of social life. Thus, the process is of circulatory nature to progress along political life → political philosophy → philosophy lines. Realization of philosophical principles within social life, their sustainable and stable character call for a respective social base, specifically, masses-carriers. Security of political status of values makes it necessary to extend them, step-by-step, to increasingly broader areas. As a result, a value or system of values goes through philosophy → politics → philosophy (other) process.

On the one hand, the integrity of political system calls for its division into diversity of elements, on the one hand; and it attributes its elements to identical spiritual environment and basic features of social system, on the other. This forms an indispensable precondition for elements’ complementariness and integrity. Integrity and completeness of system, its sovereignty is dependent upon correct subordination and balance of its elements. For this reason, changes of borders, measurements and functions of elements may be construed as process directed to changing system’s idea and goals. Subordination between intra-system elements within the framework of vertical elements is conducive to regulating these relations, while the problem of balance lies, to greater degree, in the elements of horizontal relations. Its protection is aimed at ensuring democratization. Activity, sovereignty and effectiveness of system as organism are dependent upon logic, completeness, accuracy and harmony of horizontal and vertical relations. Vertical relations within political system call for an appropriate force behind an element at superior position; for an appropriate force behind an element at inferior position. Internal vertical and horizontal relations of sub-system within political system are reflective of norms and principles within general structure of political system. Acting as energetic subject of social system, political subject contributes to the creation of legal and economic systems; formation of cultural system. Political system seeks to uncover possible pressures arising from sub-systems of social system it embraces, to render them harmless. Like sub-system of regional system, political system is exposed to direct and indirect pressures (by means of economic, legal and cultural systems). Correlation between counter-pressures and pressures upon regional system is accounted for by correlation between specific weight of political system and that of regional system.

This article is dedicated to the conversion process of Turkey towards the global power against the background of the global processes, as well as Turkey’s course in the direction of the new world system. The article theoretically bases on the optimal position of the East-West relations as an important aspect of global power and proposes some empiric offers for Turkey’s line in this direction. It is noticed that a one of the main indicators of the global power is to have possibilities and abilities, mental footholds that is features as racial and national tolerance to come to the center of the East-West relationship. Because, polar decreases, but center increases (via becoming completed). Polarization in the global system is equal to provinciating. But no center without polar. Increasing through centralization of polar is meant. The approach to the Turkey’s centrism in the East-West relationship by that principle is considered. Irrespective of ups and downs of the EU, Turkey should be in the deep systematization with the Europe. This is also important for its control over the Middle East. There are still big gaps in the Middle East, Caucasus and Middle Asia and Turkey can fulfill those gaps. Trans Caspian regional economic system could be established and this would be a core system for the more deeper and larger systematization.
